Institutional basis for the social partnership in the Russian regions

The article examines some institutional aspects of the social partnership at the regional level in Russia. The considerable differences in the degree of the institutional development of various Russian regions are fixed by the author. The author for instance is talking about such difference between the levels of the development of the Kaliningrad and Pskov regions. This regional diversity is caused by many verifiable reasons, so it is required to make the decentralization of competences and responsibilities in the sphere of social policy. Generally the immatureness of the legal base, preponderance of vertical relations over horizontal ones, poor consolidation of social partners and inequality between them are not enough to talk about the corporatism in Russia in its European democratic version as about the system for representation of social interests within the framework of social partnership.
