The development of modern business and appearance of new economic relations change fundamentally the form and content of personnel outsourcing. The article includes discussion about generic term "outsourcing" as the process of business management. Special attention is paid to one of the new forms of development of HR technologies - HR outsourcing. The author's definition of HR outsourcing shown its role in the optimization of business processes for professional management of human resources. The areas of HR outsourcing are practically unlimited: HR specialists offer their services in the field of information technology, finance, marketing, logistics, accounting, legal support, administrative and economic services, tax consulting. Small and medium organizations, large companies and banks, branches of foreign companies and joint organizations, state organizations use outsourcer services. From the theoretical point of view, the concept of outsourcing is closely connected with the main ideas of modern personnel concepts. Researchers in the field of personnel management come to conclusion that personnel outsourcing has various essential characteristics and has advantages for using in the economy. The article shows the main reasons and factors that prevent the activation of personnel outsourcing and refusal to use it in Russian organizations. Staff outsourcing in the economy takes the motivator place that uses highly qualified personnel to gain competitive advantages, which contributes to improving the efficiency of business processes and reducing risks. An important institution for regulating production processes, exchange and distribution in the sphere of economy is the institution of personnel support, which is aimed at increasing the competitiveness of the economy. Institutional changes help to create new institutions and improve the performance of existing ones. Staffing outsourcing in the model of the triple helix takes place between the multilevel partnership of universities (science), business and the state. At the same time, HR outsourcing can be a connecting tool in the structure of an effective system of organizational and economic relations. Besides, the uniqueness of HR outsourcing is manifested in the ability to function as the main element of the institutional environment in the innovation economy.
