Institutional problems of interaction of small business and state in building

Analyzes the norms that restrict the operation of the business of the construction sector in the regions. During the construction process in regions in the country, the comparative analysis of the influence of the norm «contribution to the development of infrastructure)) was given. Different approaches to the methods of calculation of this norm were identified. Attention was concentrated on the necessity of transferring of this norm in formal norm, and on the developing of common calculating method. Administrative barriers limiting enterprise''s activity were researched.
