The imposition of sanctions and the gradual increase in external pressure have had a significant impact on the domestic economy, increasing the importance of the small and medium-sized enterprise (SME) sector. The government is constantly expanding SME support programs, devoting significant resources to their implementation. At the same time, government agencies must focus their efforts on improving the institutional conditions for business development. This article examines the impact of knowledge of key legal and regulatory acts governing entrepreneurial activity in Russia, with a focus on business development in the regions. The study was conducted using a telephone survey of entrepreneurs. It has been shown that knowledge of key legal and regulatory acts governing entrepreneurial activity in Russia has a positive impact on business development in the regions. However, less than 15% of entrepreneurs possess in-depth knowledge, indicating a lack of expertise necessary to solve complex problems and conduct strategic business planning. The results of this study can serve as a basis for improving the institutional conditions for managing small business development in the regions.
