This article has considered the issues of institutional design and current administrative system of Russia in the period of two decades of transformation from egalitarian socialism to capitalism. The priority of constitutional democracy and principles of federalism predetermined a character of system changes, which concluded with social transformation of society and administrative regime of governance.
