Institute of public service: the right to public service and the mechanism of implementation

The evolution of the institution of public service has a centuries-old history and determines the modernity of public service, the peculiarities of the legal status, the goals and objectives of hiring public servants and paying for their work. In this article, the authors consider the right of citizens of the Russian Federation to equal access to public service in accordance with Part 4 of Article 32 of the Constitution of the Russian Federation and the institution of public service in the public administration system. The article proposes a classification of the civil service system and reveals the legal grounds, conditions and procedure for entering the civil service, as well as the features of the legal status of civil servants.
