Institute of the government and municipal procurement: current problems of reforming

The article modern problems of contract system are considered connected with the insufficient level of the development of basic provisions of the Federal legislation concerning the government and municipal procurements. Shortcomings of mechanisms of realization of the subjective civil rights and execution of civil duties when carrying out government procurements are analysed and revealed. Suggestions for improvement of this system are made.
