Institute of resignation of the Russian government as a means of retrospective responsibility

This paper considers both theoretical and practical issues related to the analysis of retrospective responsibility of the RF Government. The procedure of resignation, cooperation of Parliament and the President of the country in this matter are studied, constitutional and legal norms regarding the aspect are analyzed. The analysis has revealed both advantages, and disadvantages of the Russian model of the government's responsibility and made it possible to submit proposals on increasing the level of government responsibility in Russia. On the basis of the general analysis the author justifies suggestions on the Russian legislation improvement.
