Institute of law of citizens in communication with authorities: problems of concept and main peculiarities

The author analyses the problems concerning establishing and functioning of the valid methods of interaction of the authorities and citizens both on state and local levels. Applying is the most mass among all types of interaction of society and authorities alongside with all levels government elections, claims, lobbyism, protest or support actions, compulsory consultations, statistics acquisition, poles and others. In the article the author offers his own interpretation of the concept of institution of citizens applying the authorities. The author also singles out main general and specific principles lying in the basis of the implementation mechanism of the present legal right.
