The legal acts that regulated economic activity in the period under review, scientific publications on the stated issues are analyzed. It is noted that Anna Ioannovna generally adhered to the traditions laid down by Peter the Great, in particular, considerable attention was paid to the sessional economic activity of industrial enterprises, where the state strictly controlled land relations. At the same time, the merchants did not receive additional incentives for expanded industrial production, while they had some expansion of the patrimonial rights of the nobility, which reflected Anna Ioannovna's adherence to the principles of absolutism.
