The article addresses the issues related to the institutions of the legislative initiative of citizens in managing the affairs of the state. The author of the comparative analysis to the legal regulation of the process legislative initiative citizens. The theoretical model of the legislative initiative, leads to the conviction of the desirability of revising the concept of development of legislative initiative in the Kyrgyz Republic.
