Youth engagement institutions to state activities in the subjects of the Volga federal district: practical work and functional transformations

The article examines the practical activities of institutions to attract young people to state activities in the subjects of the Volga Federal District in 2021-2023. The author analyzes in detail the main directions of this work, implemented programs and activities. Building upon this, conclusion dwells upon the fact that there is a noticeable functional transformation of these institutions, their place and role in the political and legal system. Traditional representative and rule-making functions of such structures, enshrined in regulatory documents, are now receding into the background, giving way to civic-educational, informational-educational and partly socializing functions. This is due to certain successes of the regional authorities in the field of the formation of civic identity and patriotic consciousness of young people. Nevertheless, such a strategy also leads to significant problems, the main of which is the inability to deal with critical attitudes among youth.
