Public management institutions in innovative development of regional human resources

One of the key aspects of public management of regional human resources is the process of development and implementation of various activities by regional government bodies aimed at creating optimal conditions for professional, competence-based and production improvement of available human capital capable of ensuring the functioning of production systems at the required level of production of competitive products that meet the needs of the regional population at the production-optimal level. By means of the methods of analysis and generalization of the results of already conducted studies on the problems of human capital management, as well as structural and functional analysis of various aspects of the development of the functioning of human resources established in the strategies for the socio-economic development of the regions of 2030 that make up the territory of the South of Russia (Southern Federal District), institutional components of productive public management of the available production and human potential at the regional level are identified. The purpose of the study is to establish the characteristics of public administration institutions for the implementation of innovative development of human resources within the regional socio-economic system. The objectives of the study are: determining the main types of organizational institutions and their functions interacting with regional government bodies to increase the level of economic capabilities of territorial human resources; identification of characteristics of public administration institutions of regional human resources development processes within the framework of state regulation of regional socio-economic development processes; establishment of innovative directions of functioning of public regional and state administration structures in regulating the use of regional human resources based on modern electronic and digital technologies. Based on the results of the study, the following conclusions can be formulated: institutional components of the development of available regional human resources are various types of special organizations interacting with public administration structures; public administration institutions at the regional level are projects and organizational measures established by regional development strategies that determine the innovative orderliness of improving the available human capital; these institutions determine innovative directions for regulating the use of regional human resources through the use of modern electronic and digital technologies that ensure the creation of a single macro-regional electronic information space of an agreed interregional regime for improving the available human resources of individual constituent entities of the Russian Federation.
