Integration of public and public authorities in the cognitive space of constitutional reform

The article examines the results of law-making processes aimed at the constitutionallegitimization of public power in the field of state-building related to local self-government. Thegenesis of local self-government bodies has reached a single-level organization system. However,local self-government has not yet become the third level of state power. The reasons why publicpower has not been fully integrated into the system of public power are discussed in this article.The purpose of the study is to explicate the reasons that distinguish between public and publicpower in the constitutional space. Methodology. The conclusions and recommendations containedin the work are based on comparative, historical and systemic analysis.
