The article describes economic cooperation within the framework of the import substitution policy of the Union of Eurasian Integration Countries. Aspects of economic cooperation are considered, where it is noted that the policy of import substitution is relevant from the point of view of food security. The need to intensify actions with the involvement of not only government agencies, but also business, as well as Eurasian development institutions, is shown. The vision of prospects and mechanisms for the implementation of a large Eurasian partnership is considered, including the creation of a regulatory model by adjusting the regulatory framework for foreign economic interaction of the Eurasian Economic Cooperation, where national import substitution policy programs are autonomous in nature without taking into account the prospects of Eurasian integration. The work reflects the main advantages and disadvantages of the import substitution policy pursued by countries within the framework of the Eurasian Economic Cooperation, and its impact on the economies of the countries participating in the Eurasian Economic Cooperation. The purpose of the study is to identify the impact of the import substitution policy within the framework of the Eurasian Economic Cooperation (EurAsEC) on the balance of payments of the Union member countries.
