The article considers public financing of education and health care as an investment in human capital, as well as the development of entrepreneurship and its impact on the structure of GDP for 2016-2020. In the course of the study, the problems associated with the financing of education and health care are identified; the reasons that hinder the growth of small and medium-sized businesses are identified; measures to eliminate these problems are proposed. The authors prove that high-quality human capital and entrepreneurship can give the Russian economy stability, but only when using a state policy adapted to changing conditions for the allocation and effective use of limited budget funds.
