Investments into infrastructure projects: problems and prospects of development in modern Russia

The authors discuss the topical issues of incentives for infrastructure investment as an important instrument of redistribution of resources, which can provide a lasting economic effect. The article proves the necessity of the expansion in market funding of infrastructure projects. The most popular forms of mobilizing extrabudgetary resources in the development of public infrastructure, such as the agreement on public-private (municipal-private) partnership (PPP/MPP) and the concessionary agreement are investigated. The existing nuances of the legislative environment and the practical implementation of these agreements are analyzed. The normative and legal framework regulating the development of market forms of infrastructure financing of investments in the Russian Federation and in the Republic of Buryatia is investigated in the article. The basic problems of infrastructure projects development consisting mainly in limitation of budgetary resources and insufficiently developed system of the market infrastructure investments are revealed by the authors. The most significant actions for increase of investment attractivness and competitiveness of infrastructure investments' market in modern conditions are recommended.
