Investments in the development of human capital in the AIC

The effectiveness of the agrarian personnel policy and its positive predictive guideposts are largely determined by the qualitative parameters of the human capital. The presented article substantiates the main directions of investment in the development of human capital in the agro-industrial complex, based on a comparative assessment of the indicators of the state program "Integrated development of the rural areas" and the results of the analysis of the corresponding social and economic indicators. The conditions for achieving the established indicators of the implemented state programs are disclosed. The effectiveness of the use of state support funds for any program depends on the presented three-level system of social and economic indicators, which makes it possible to assess the efficiency of its implementation and the effectiveness of the use of the budgetary funds. The indicators for assessing the level of the social and economic state of the rural areas in the framework of the implementation of the departmental special-purpose program "Ensuring state monitoring of the rural areas" and a methodological approach to making defensible managerial decisions on their complex development are proposed.
