Artificial Intelligence and Stimulation of the Creative Economy: The Experience of Kyrgyzstan through the Prism of the Creative Industries Park

This paper examines the complex interplay of artificial intelligence (AI), labor market transformation, and the promotion of the creative economy in Kyrgyzstan, with a particular focus on the role of the Creative Industries Park (CIP). As AI is rapidly reshaping the global economic landscape, its impact on developing economies, particularly in Central Asia, presents a unique research challenge. This study analyzes Kyrgyzstan’s strategic digital development, changing labor market dynamics, and the design and initial impact of the CIP as a policy mechanism to foster the development of the knowledge-based creative sector. The results show that while AI may have a negative impact on the Kyrgyz labor market, it simultaneously creates demand for new skills and opens opportunities for creative industry development. The CIP, through its preferential tax regime and ecosystem support, has demonstrated promising initial success in formalizing the creative sector and promoting inclusive employment, particularly for women and youth. However, persistent challenges in infrastructure, talent development, and the regulatory framework require targeted policy interventions. This study contributes to the academic discourse by providing a local case study of a transition economy and offering practical recommendations for using special economic zones to achieve sustainable and inclusive economic diversification.
