Experience of judicial systems of 'new' EU economies and Serbia towards EU Standard 23

EU chapter 23 is a major challenge for Serbia but also 'new' EU Bulgaria and Romania that are in the process of monitoring, even though they became members of the EU back in 2007. Chapter 23 is some what new, introduced after the fifth and sixth enlargement wave of the European Union in 2004 and 2007. Previously, there was a chapter in the field of justice and internal affairs, which was separated in the case of the Croatian accession negotiations. The aim of this presentation is to highlight the individual experience of 'new' EU economies in creating a system that would enable an effective implementation of the law, reduce the backlog of cases, determine a clear number of holders of judicial functions and thereby strengthened the legal security of citizens.
