Use of public-private partnership mechanisms in the implementation of environmental projects

Constant growth of carbon-containing gases in the atmosphere is increasingly affecting the quality of life of the world's population, causing the disruption of the heat exchange system of the atmosphere, leading to accelerated melting of ice in the Arctic, Antarctica and permafrost on the continents. It leads to the increase in the water level in the World Ocean, to the growth of the number of technogenic accidents and accidents, both national, and the world scale. Therefore, the world community starts paying more serious attention to solving environmental problems on the planet. In the Russian Federation and abroad, various programs related to the decarbonization of national economies are being adopted, based on widespread use of public-private partnership mechanisms. In the course of the study, on the basis of systematic approach, the analysis of the practice and prospects of using public-private partnership mechanisms to solve environmental problems is carried out within the framework of the federal project “Implementing the best available technologies”, which is a part of national project “Ecology”. The limitations on the use of public-private partnership mechanisms are identified, both in general in the national project “Ecology” and in the federal project “Introduction of the best available technologies” in particular. One of the mechanisms of public-private partnership, which is based on the issue of special «green» bonds, both in the Russian Federation and abroad, is considered. The experience of using “green” bond issues to finance environmental projects in the European Union countries was studied. The European Union Green Bond Standard (EU Green Bond Standard) proposed by the International Capital Market Association (ICMA) has been studied. The restrictions on the use of green bonds in the European Union are considered. It is proposed to create a specialized financial organization for solving environmental problems in Krasnoyarsk Territory, which will issue "green" bonds to finance the projects related to solving environmental problems in the region.
