Use of meteorological characteristics for the evaluation of thermal and water resources of lands of Omsk region

Design of urban sewer systems, roads, buildings and structures will take into account the distribution of rainfall in space and in time, the risks of under flooding and flooding. Improving the reliability of radio communication systems and transmission lines involves the compulsory consideration of the characteristics of spatial temporal distribution of rainfall in the area their operation. The initial data for calculations of current water balances for continuous time intervals (for each month from 1936 till 2014) were KX precipitation data amended by Hydrometeorological Service, values for the maximum possible evaporation Zm, constants, such as the minimum moisture capacity of soil Wнв, hydraulic runoff conditions parameter n, the parameter of waterphysical properties of soil r. The duration of the cold period was taken within the accuracy of either month or ten days. The results of the calculation for each settlement interval average are calculated for the interval of humidity of soils V CP, the total evaporation from the catchment surface Z (mm), local elementary climatic flow Y (mm), total moisture (mm), equal to the sum Y + Z, complex index of moistening and heat βH, moisture deficit days (mm). The calculations of thermal and water resources by meteorological data allow to determine the values of runoff, soil moisture and other parameters of the soil to properly assess the value of irrigation or drainage standards, which is the key to the effective and sustainable management.
