Using the hierarchy analysis method for selecting a set of measures to ensure the implementation of the Zakon Yarovy

This article discusses the choice of the most promising solution, according to the sensational bill known to the public as the "Zakon Yarovoy", which was adopted by the State Duma of the Russian Federation in 2016, but did not enter into full force, due to contradictions with the current legislation of the Russian Federation and provided for organizations, large financial expenses. When choosing a solution, a mathematical method for analyzing hierarchies is used, which involves decomposing the problem into simpler component parts, structured representation of the links and their further pairwise comparison of them. The results of the analysis showed that the most profitable solution in the current situation is to refuse to further implement Zakon Yarovoy with the possible development of a new bill.
