Using international experience to find ways to increase the financial potential of Russian regions in the face of sanctions pressure

The article considers the use of international instruments for regulating budgetary federalism to solve the problem of insufficient sources of financing for regional budgets. The international experience of progressive taxation of personal income and the possibility of its application in the Russian economy under sanctions has been studied.
