Using the platform approach to solving the problems of strategic planning of the socio-economic development of the territory based on Smart Governance technologies

The urgency of the need to conduct research is due to the highly valued and important for practice body of knowledge in the field of e-government. The article pays special attention to the aspect of the analysis of digital platforms that form the potential of the digital economyof the Russian Federation at the mesolevel. The purpose of this study is to develop proposals and practical recommendations for building an expert support system for solving the problems of strategic planning of the socio-economic development of the territory based on modern digital technologies and management decisions. In the analytical part of the study, an analysis of Smart Governance technology was carried out. The study revealed the feasibility of developing an expert support system for solving the problems of strategic planning of the socio-economic development of the territory based on modern digital technologies and management decisions. The article defines the structural model of Smart Governance and its main basic components. The results of the analysis can serve as a basis for providing reliable forecasts of socio- economic development based on a variety of factors and big data, operational (online) data processing, involving synthetic metrics in the analysis of unobservable factors, interactive feedback to adjust regulatory impacts in the regional economy, as well as for the possibility of forming a program of territorial development for the use of convergent technologies.
