Exercise of the right to legislative initiative for development of laws in the social sphere (1996-2012)

The article is devoted to the analysis of the model of the legislative process in the sphere of social policy in Russia. The work was carried out on the statistical basis of the bills of the State Duma of the Russian Federation 2004-2012. and the Federal Assembly of the Russian Federation for 1996-2002. It is shown that the provision of legal bases for social policy was at the center of the federal legislative process, which had a "one-channel nature", which provides an advantage to the bills put forward by the Government of the Russian Federation. The draft laws put forward by other subjects of legislative initiative in the social sphere fulfill exclusively the correction function.
