Use of estimated (marginal) value for infrastructure facilities in accordance with the legislation on the protection and promotion of investments

The author identified the problems of using the concept of «estimated (marginal) cost», contained in modern legislation on the protection and promotion of investments. A comparative analysis of various types of cost has been carried out. The relevant regulatory framework was analyzed. The following conclusions are made:1) it is impossible to compare the estimated (marginal) cost with the values provided for by the legislation on appraisal activities; 2) such a cost is formed with a number of assumptions by analogy with the estimated cost.
