The use of web conferencing systems in the execution of foreign letters of request

The purpose of article is to identify the possibility of using the web-conference system in the execution of foreign letters of request. The following scientific methods were used in the study: scientific methods such as the analysis and synthesis, as well as special methods of legal science such as formal-legal, comparative law. The absence of direct regulation by the national legislation of the Russian Federation of the procedure of using the web-conference system in the court proceedings at the request of foreign courts attracted the author's attention to the possibility of executing video-link orders in accordance with the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters, signed in Chisinau on 7 October 2002, and the Hague Convention on the Taking of Evidence Abroad in Civil and Commercial Matters, 1970, which directly or indirectly allow for the use of video-links in court proceedings. On the basis of recommendations on the integration of information technology in international civil proceedings, as set out in the Recommendations of the Hague Conference on Private International Law on best practices in the use of the video link, as well as legislative initiatives of foreign countries to simplify the conduct of court hearings using videoconferencing for persons outside the state, the author proposed the creation of a unified digital platform for the exchange of court letters of request using video link, which can increase the efficiency of international judicial proceedings.
