Penal colony as a factor of conventionality of criminal punishment in Russia

The study deals with the issues related to the functioning of the institution of correctional colonies on the territory of Russia as a type of institutions for the execution of punishment in relation to citizens sentenced to imprisonment. Society, as a whole, supports this form of execution of punishment, which allows us to consider the penal colony as a factor of the conventionality of criminal punishment in Russia. At the same time, being accepted as such by the Russian society as a whole and having the widest range of educational means, a penal colony is not an effective form of execution of punishment. There is an obvious need to reform this institution as the main link of the Russian penitentiary system, and it is important that the bias is made towards the appointment of noncustodial sentences. Moreover, there is a need for changes in public opinion, which, perceiving the penal colony as an effective tool for correction, does not support the reforms concerning it, which threatens the conventionality of criminal punishment.
