The author analyzed and systematized the factors that determine the cost of the refinery (refinery). Developed their multi-level system. The degree of influence of each factor on the market value of the refinery. It is concluded that the formation of effective economic levers of the oil refining industry of the state will close the gap on the Western countries as a technologically and economically.
