The content of individual attributes of organizational culture was studied using two ball scales of characteristics of their state. The meaning of their formation scales, in the end, is to use the high state of all the attributes of culture to correlate with their existing level in a particular organization and search for opportunities for further development. A set of measures to improve some attributes of organizational culture was developed and presented. To introduce a new state of organizational culture, a technology for improving its attributes has been developed, in the process of which not only the management and the initiative group, but also ordinary members of the organization take part.
