Research on the mechanisms of energy cooperation between China and Russia within the framework of international organizations

In recent years, China and Russia have established a series of multilateral energy cooperation mechanisms under the framework of international organizations such as APEC, SCO, BRICS and East Asia Summit. However, these mechanisms mostly exist in the form of informal energy ministers’ meetings, summits, research cooperation platforms and forums, which are easily influenced by major powers outside the region, resulting in slow progress of regional energy cooperation mechanisms and the fact that multilateral mechanisms are still in their infancy. In order to increase the effectiveness of multilateral cooperation in the energy sector, a better mechanism for implementing cooperation while maintaining the leading positions of Russia and China, aimed primarily at resolving disputes between the participants, is needed. At the same time, China should actively promote cooperation in this area with Northeast Asian states, including within the framework of the Extended Tumangan Initiative (ETI), in order to build a common energy space in this region.
