Research of the features of financing higher education in the context of training programs and cost groups of majors

The study is relevant due to the need to find ways to improve the economic performance of higher education. The search for methodological approaches that make it possible to most reliably determine the volume, dynamics, and structure of the total costs of society in the field of higher education is aimed at creating an optimal model for compensating the costs of providing educational services. The article presents a retrospective study of the implemented model of financing higher education in the context of training programs and cost groups of majors. The results obtained indicate a significant reduction in the number of students majoring in specialties included in the first cost group. The reason for this is to a greater extent the market mechanism for assessing the priority of majors by applicants, rather than the redistribution of budgetary resources when determining the volume of the state assignments by the regulator. This fact is confirmed by the stable structure of financing expenditures of higher education together with a significant share of cost compensation from non-state sources for high-cost training programs. We have concluded the population usually pays for the training programs that are correlated with effective sectors of the national economy. The state by financing state-funded places compensates the lack of interest of applicants to some training programs in view of their biased attitude towards employment in the relevant industries.
