The place of administrative-legal acts in an arrangement of administrative-legal regulation

The article has the form of an executive summary of the results of research, conducted by the Center of Management Sociology and Social Technologies of Institute of Sociology of the Russian Academy of Sciences within the frameworks of the meta-project named as "Civil expert review of the scope of management", which was actualized from 2011 to 2013 years. The focus of the project is the issue of reforming of the national system of management in connection with new challenges and development strategies of the Country in the XX century. Many people write and say about the issue, but few people begin their reasonings with the diagnosis of the condition of the system of management and complete the analysis of the implications of various interventions. In this article there is an attempt to combine sociological and culturological approaches to the explication of assessments of various aspects of functioning of power-managerial vertical by the citizens of the Country. This vertical belongs in unstable dynamic equilibrium with the external and internal environment permanently, while carrying out the complex and controversial functions of reproduction of state-social relations and initiation of their changes simultaneously. A sociological approach provides an opportunity to measure the degree of electoral support of the activity of the authorities of power and management by the citizens, but culturological approach allows considering the complete range of assessments demonstrating the ability of the citizens to make rational decisions. In this regard, the triplexanalysis as a new method of measuring of various aspects of functioning of power-managerial vertical based on the assessments of the citizens was proposed. It is involved Manichaean criteria (only "pro" and only "con" as for the work of authorities of power and management), and the criteria of mediation (the median"), interpreted as the ability of participation of the citizens to search a more rational and balanced "third way". Besides the provision of a rationale for scientific and practical justification of this research, the article is contributed the examples of empirical testing of hypotheses about factors, influencing to the formation of various dispositions of the population and conclusions about possibilities of forecasting the prospects of transformation of power-managerial vertical based on the procedures of triplex-analysis.
