Study of a constituent entity of the Russian Federation as a participant in the national innovation system

The innovation system of a constituent entity of the Russian Federation (ISSRF) is an important component of the national innovation system and plays a key role in the socio-economic development of the country. The ISSRF is a set of institutions, mechanisms and processes aimed at the creation, dissemination and use of new knowledge, technologies and products within a specific region. The ISSRF includes scientific, educational and technological organizations, innovative enterprises, as well as public and private institutions that support innovative activities. The main goal of the ISSRF is to create conditions for the development of innovations, increase the competitiveness of the regional economy and improve the quality of life of the population. The article presents the results of the study of the term “region" in different content planes. The approaches used for the implementation of innovative activities in the region and determining the composition of the principles of functioning of the ISSRF applied in practice are described. It is proved that the use of the interaction function of the ISSRF participants will enhance socio-economic development, scientific, technological and innovative development and increase the efficiency of the region's functioning as an economic object. An economic and instrumental basis for the functioning of a constituent entity of the Russian Federation as part of the country's innovation system is proposed, the use of which makes it possible to reasonably develop methodological tools for the purposeful organization of interaction between participants in the innovation system of the region. The results of this study can be used to develop regional innovation policy programs, as well as to develop ways to increase the innovative activity of enterprises and organizations in various sectors of the economy based on the interaction of authorities and other participants in the ISSRF innovation system.
