Study of the developmental tendences of regional socioeconomic systems in crises

This article examines the relevance of more in-depth study of the mechanisms of the spatial relations of Russia’s regions taking into account the urgent need for transformation of the government economic structure and for the provision of growth and development of regional structures. In the article, attention is paid to the interpretation of the concepts of “growth”, “development”, and “socioeconomic regional systems”, the main components are identified and their specifics in relation to Russian economic practice is determined. Various factors which induce growth and form barriers for socioeconomic regional development are determined. It is noted, that differentiation of regional structures in a complex, multicomponent state formation is a natural phenomenon. Due to its unique geographic position, a bulky structure with weak levels of regional interaction is inherent to the Russian federation. Under the influence of a number of factors which lead to economic crisis, this structure faced the treat of even further separation of its elements, the active growth of different living standards among the population, and the disintegration of the economic space. Decline in economic activity within Russia is aggravated by unequal provision of resources to regions, especially in the investment sphere, alongside a growing share of social expenses in regional budgets and the payment of internal and external debt. Statistical information of basic indicators of regional macroeconomic growth from 1998-2014 are summarized. An analysis was done on the developmental tendencies for regions of Russia in periods of economic stability and growth in the chosen period, with a marked role of basic indicators of spatial indicators (in territorial sections). The work shows the need for theoretical research of the integral character of organizations and spatial relationships of Russia’s regions under the condition of combined state and market regulation of their socioeconomic development.
