The article is devoted to the analysis of the sources of the pan-Islamic threat of the tsarist power in Russian Turkestan. The author notes that Russian Tatars who penetrated into Turkestan paid a great attention to the spread of Pan-Islamism in the region. Their connections with pan-Islamists from Turkey, whose emissaries often visited Russian Turkestan, played an important role in the early 20th century. However, despite their efforts to destabilize the situation in Russia by all means, their propaganda had limited results, as the Muslims of the region condemned the Turks for departing from Islam in favor of European-type reforms. The machinations of the Afghan authorities and the government of the Bukhara Emirate posed a considerable Pan-Islamic threat to the region. According to the author, the Turkestan administration has quite soberly assessed the prospects of Pan-Islamism in the region, pointing out that the discontent of the indigenous population is growing primarily due to the mistakes of the authorities, especially in resettlement policy.
