The origins of guardianship in Russia

In the given research the origins of the guardianship in the social sphere, which has always been one of the most important priorities of the state policy are shown. The evolution of the system of public assistance has been considered. The forms and methods of the social policy of the state have been investigated. The rich experience of the Russian Empire in solving the problems of providing help for people in need has been analyzed; the experience is of historic importance and deep scientific and practical significance for efficient management in social sphere at the modern stage.
