The Origins of Russian Public Maritime Law

The present study provides an analysis of the historical origin of Russian public maritime law. The paper examines the main stages of the emergence of Russian maritime legislation, the root causes of the emergence of norms regulating public relations in the field of navigation and their impact on the further development and current trends in maritime law. The methodological basis of the research was historical-legal, comparative-legal, formal-legal and system-structural methods. The work has important theoretical and practical significance for understanding the genesis of modern legal institutions of the law of the sea and determining trends in their further development. In addition, it provides an opportunity, from the point of view of historical views, to assess the relationship between public and private principles in maritime law since its inception.
