Historical perspectives of legal groundwork for childhood defense as a part of struggle against homelessness during New Economic Policy period

Issues of homelessness appearance as a phenomenon and soviet state struggle against it were examined. Reasons of homelessness growth, response of the soviet authorities to it and actual situation within the frameworks of the examined subject were analyzed. Statistics of homelessness and neglected in the NEP period were cited. The categories of the homeless and the neglected in 1920s according to social classification of children were defined.
