Historical, organizational and legal features of territorial planning in the 1920s-1980s (on the example of the military structures of public security of the USSR)

During the elections to the State Duma of the Federal Assembly of the Russian Federation, Shoigu S.K. announced the idea of building new cities on the territory of the Siberian Federal District. In this regard, it is of reasonable scientific interest how the elaboration of the issues of normative support for the development of the territories of the Soviet state in different historical periods was carried out.
