Historical Periods of Development of the Medical Care System for Public Servants in the Republic of Kazakhstan

There were almost no scientific studies in the historical medical literature on the history of development and the current state of medical services for civil servants in the Republic of Kazakhstan. These circumstances served as the basis for a scientific analysis of the historical stages of formation and development of the medical service of the Presidential Administration of the Republic of Kazakhstan (PA RK), which is intended for medical care of civil servants. Archival materials from 1929 to 2025 on the development of the Medical Center (Medcenter) of the Presidential Administration of the Republic of Kazakhstan have been analyzed. It has been established that over a 95-year historical period, the established clear interaction between all areas of this medical service has contributed to achieving a high level of medical care for government employees in the country. The historically established clear interaction of all areas of the medical service of the Ministry of Health of the Republic of Kazakhstan with the development of each of them to a high global level, including personnel, material and technical, and medical and technological resources, is the main objective of the medical services for civil servants in the Republic of Kazakhstan. Currently, full-cycle medical care for employees of the central government bodies of the Republic of Kazakhstan (from outpatient, inpatient and rehabilitation treatment) is provided by the Medical Center of the UDP of the Republic of Kazakhstan and its 9 subordinate organizations, including two large multidisciplinary hospitals in Astana (Medical Center Hospital) and Almaty (Central Clinical Hospital). The clinics of the Medical Center of the Ministry of Internal Affairs of the Republic of Kazakhstan, which are intended for medical services to employees of central government agencies and have a total of 692 beds, are distinguished by their use of hightech methods for diagnosing and treating various diseases and improving the health of the population they serve.
