Historical Prerequisites for the Formation and Development of the Institute of Legal Protection of Municipal Entities’ Charters

The purpose of this paper is to identify the prerequisites for the establishment and development of the institution of legal protection of municipal charters. This article examines the development of local self-government as a relatively independent form of public organization in isolated territories of a single state as a historical process. The evolution of legal regulation of municipal institutions, particularly municipal charters, is examined, firstly, in the context of the dynamic development of a more general phenomenon (the state and legal foundations of local self-government), and, secondly, taking into account the specifics of the emergence of individual elements of local self-government and their subsequent development, reflected primarily in the regulatory sources of the relevant historical period. The significance of this paper lies in its formulation of provisions reflecting the key stages in the development of the institution of legal protection of municipal charters.
