Historical analysis of disability problem in pre-revolutionary Russia and the USSR

The article presents a historical analysis of a disability problem in pre-revolutionary Russia and the USSR. The authors consider the basic areas of social care for challenged people in the rural Slavic community, describes the main features of the assistance to this category of population in the Old Russian state. The analysis of social care institutions working with the disabled persons in pre-revolutionary Russia is carried out. The research covers the basics of social security and the legislation on social protection of disabled people in the USSR.
