Historical aspect and evolution of the formation of non-budgetary funds of compulsory social insurance

Social insurance is one of the factors in the effectiveness of social policy, an important component of the harmonious development of the state, based on caring for its own citizens, ensuring justice and support in the incident of insurance cases. The article considers and summarizes the existing views of modern scientists regarding the stages of development of social protection, in particular social insurance abroad and in Russia.
