Historical development of the USSR economic management system: formation and destruction

The analysis of the processes of formation and organizational and economic destruction of the management system of the national economic complex of the USSR is carried out. It is established that by the beginning of 1926, a matrix management structure was created in the USSR, in which party committees performed the functions of external management, and the functions of direct leadership in all branches of government, as well as at the level of economic entities, were carried out by officials, on the recommendation of party committees. A special place in the created management system was given to the primary management link and the commissions of party control over the activities of the administration created at this level, the absolute majority of which were workers (peasants). The created management system, despite its viability and stability, proved over the next sixty years, proved to be little susceptible to such negative processes as the formation of the cult of the personality of the party leader and various kinds of abuse of power by him. The last of these leaders turned out to be Mikhail Gorbachev, who excluded the party from the country's economic management system. Based on the analysis of domestic historical experience, a new scientific concept has been introduced - the destruction of the management system, which includes: the organizational and economic component (destruction of the organizational structure of the management of the economic system of the national economic complex of the country); the economic component (destruction of the basic principles of the functioning of the economic system of the national economic complex of the country); the socio-economic component (destruction of the institutions created by society social and economic guarantees).
