History and prerequisites for the development of administrative and recovery measures

This article reveals the history of the emergence and development of administrative and restorative measures in the Russian legal system. The prerequisites for the emergence of the institute of administrative rehabilitation, the stages of development of this institute and the problems that it had to face in the course of development were described. The evolution of the domestic institute of administrative penalties was also considered. The place of administrative and restorative measures in the modern legal system is determined, and what problems are relevant to this day.
