The history of the legal regulation of public relations in the field of waste processing in Belarus and the Russian Federation

The article considers the history of the legal regulation of public relations in the field of waste processing, both domestic and industrial, with the exception of radioactive and hazardous waste. Different approaches to the formation of norms and a socio-political approach to the problems of ecology and waste processing are shown. The lack of high-quality legal regulation of public relations on waste processing in the USSR led to the adoption of the Interim Rules for the Protection of the Environment from Production and Consumption Wastes of 1994. At the end of the scientific article there are some indicators of the effectiveness of reforms in Belarus and the Russian Federation. The author also provides an overview of the most successful approaches used in the European Union that mat be applied for use in some constituent entities of the Russian Federation.
