The history of the development of domestic legislation on responsibility for inciting hatred or enmity (article 282 of the Criminal Code of the Russian Federation)

This article provides a historical and legal analysis of the provisions of Article 282 of the Criminal Code of the Russian Federation. The normative provisions of historical monuments of domestic criminal legislation have been identified, which it seems possible to recognize as prototypes of the legislative model of the composition of incitement to hatred or enmity. The results of the historical and legal research allowed the author to formulate proposals for improving the explanations of the Plenum of the Supreme Court of the Russian Federation.
