History, reality and perspectives of rendering free of charge hightechnology medical aid for the population of Russian Federation. Part I

During last 17 years, many problems have accumulated in the system of organization of rendering medical aid to population. Part of these problems stems from 1991, when Federal clinics received additional financing from the republican budget to solve mainly their own financial and economical problems rather than the medical ones. Despite increased financing of Federal clinics from federal budget, level of supply of Russian Federation's population with free high-technology medical aid continues to stay low. The consumption of expensive medical services supplied by Federal medical institutions to the inhabitants of different regions of the country stays extremely unequal. The latest changes in legislature broke the bonds between levels of organization of medical aid rendering, broke the unity of the system and formed local health care sub-systems. In 2008, the Federal Agency for High-Technology Medical Aid (created in 2006 according to the Order of the President of Russian Federation) was eliminated. All this may lead to complication of issues associated with guarantees of citizens' constitutional rights to receive free high-technology medical aid.
